Parliament SpeaksOut On Sharing Financial Module For Digital Number Plates Project

Parliament’s committee on physical infrastructure has protested the sharing financial module for the digital number plate project revenue collection with the technology vending company.

The committee chaired by Kazo county MP Dan Kimosho while interfacing with the officials of the Uganda Revenue Authority led by the Authority’s Commissioner General, Mr. John Musinguzi said that the Russian company, M/S Joint Stock Company Global Security will get 85% and the government 15% of the collection.

However, Musinguzi noted that URA was not part of the financial sharing module and they are not privileged in knowing what is in their contract.

He said that the proposed payment by motorcycle owners of Shs700,000 to replace their number plate would be prohibitive.

“If the cost is prohibitive, maybe a number of vehicle owners may not afford the number plates. I think it is important that the negotiators go for the most optimal because there is a benefit they want to achieve, but also a cost that would be draining money from taxpayers which could be spent on other areas, other than this technology. Charging Shs714,300 from boda boda, probably registration and clearance of boda bodas will significantly reduce, but I don’t have the numbers,” Musinguzi said.

Meanwhile, the committee members proposed that they should interface with the president and officials in the ministry for the presidency to understand how they reached this sharing module which gives much revenue to the technology vending company for the production of the digital number plates.
