Ceaser Mulenga grew up a humble man supported by Kaka Matama family.At Makerere University he was humble and rarely had money to spend.
From University, Mulenga vanished only to come back with alot of money. His former classmate described Mulenga. However what his classmate didnt know is that Mulenga founded I-Tel in southSudan, which was later aquired by the Libyan African protocol the Libyan Government’s investment arm
Mulenga emerged on the seen after 2011 elections after Dr Philemon Mateke had retired politics. Mulenga wanted to occupy vacuum left by Mateke who controlled Kisoro district in south Western Uganda
First he had bought Tourist hotel, a few buildings.He moved to acquire land housing UPDF barracks adjacent to Tourist hotel.
He was resisted and now started penetrating Church of Uganda where he saw resistance because the Catholic church has embraced after giving 100 millions to Bishop Callist projects.They met alot. Church of Uganda refusing.
When Muhabura diocese was celebrating 100 years, he contributed shs 55 millions.
Added more 20 millions on day of celebrations after then Prime Minister Amama Mbabazi called people to help church build a new block.
That day, Mulenga was disarmed as he attempted to board a plane carrying Prime Minister with a black pistol.
He gave pistol to his police escort and boarded the plane.
After some time, he started two projects, supporting his own political candidates and joining Kale Kayihura to mobilise crime preventers.
Early this year, he gave President Museveni 10 heifers.
A district councillor in Kisoro says Mulenga supports those with property with intentions to grab them.
Last month, christians of Mulamba church of Uganda refused his Iron sheets if it had strings attached.
Church goers said they worship Jesus not Mulenga.
Philemon Mateke who has bounced as minister is not happy with Mulenga.
He says eat the money but no King will be consecrated here.
Mulenga is teaming with Garuga to form Development Kingdom based on money.
Garuga uses him to expand his tea project.
Latest to join is Dr Runumi who shocked people that he is the new Prime Minister appointed by Mulenga.
The state is creating confusion so that they forget Museveni.Like in Tooro, such confusion has big hand of government.
